Executive summary: The Partnership for Atlantic Cooperation was launched on the margins of the UN General Assembly last September at the initiative of the United States, notably through the actions of US Secretary of State Anthony Blinken in September 2023. It takes 32 Countries. This is the first multilateral forum to bring together countries from both the South and the North in a cooperation based on its position on the Atlantic. At the “Séminaire sur la coopération Atlantique” held from 17 to 20 July, bringing together various think tanks, including “Africa Center for Strategic Studies”, the main issues raised were piracy and illicit trafficking (arms and drugs) on both sides of the Atlantic, particularly in the southern hemisphere. My intervention will explore the possibility of opening up to a new geopolitical dimension which would open up new cooperation which had hitherto been unprecedented, particularly in terms of the place of the United States in the world as well as in the place of Africa, a continent which has been somewhat neglected so far by this country. Should we see for the United States, a new opportunity to redistribute the maps in order to found a resurgence of hegemony on a new ground but nevertheless contested by forces elsewhere like Wagner? Or is it possible for a new type of governance to take place based more on sustainable cooperation and complementarity?

Abstract: The Partnership for Atlantic Cooperation (PAC) was launched on the sidelines of the UN General Assembly last September at the initiative of the United States, notably through the actions of US Secretary of State Anthony Blinken in September 2023. It includes 32 countries. It is the first multilateral forum to bring together countries from both the South and the North in cooperation based on their location on the Atlantic. At the Atlantic Cooperation Seminar, held from 17 to 20 July 2023, which thought together diverse think tanks including the Africa Center for Strategic Studies, there was a focus on issues related to piracy and illicit trafficking on both sides of the Atlantic, particularly in the southern hemisphere. My intervention will explore the possibility of an opening to a new geopolitical dimension that would open up a new cooperation previously not specifically in terms of the place of the United States in the world as well as on the place of Africa. This continent has been overlooked by the United-States in the past. Should the PAC be seen as a new opportunity for the United States to redistribute the cards in order to establish a renewed hegemony on a new ground, but nevertheless disputed by forces from elsewhere like Wagner? Or is it possible that a new type of governance will be established based more on cooperation and complementarity built in a sustainable way?
