Executive Summary: The European Union (EU) has an ambiguous and passive attitude to the destruction of the Gaza Strip, contrasting with its responsiveness to other conflicts (Ukraine). While the Israeli bombings in Gaza cause thousands of deaths and injuries, a record that could be multiplied by taking into account indirect victims, the EU remains silent, inactive and confined to a symbolic humanitarian position (support of the Egyptian plan for Gaza but without concrete actions, calls for peace without sanctions, etc.). This passivity can be attributed to internal differences that complicate a unified response, strategic dependence on the United States, and the desire to maintain a diplomatic balance between Israel and Palestine. Inactive and attentist, the EU is de-creasing its values and exposing its powerlessness to a major humanitarian crisis.
