Executive summary: Europe at the end of the Second World War aroused immense hope and emerged as an inevitable destiny, in order to emerge from European conflicts. Unfortunately, the federalist ideology supported by technocratic lobbyists eager for power led to an impasse. In spite of all the reasons, the President of the Commission and some politicians are escaping. There is an urgent need to return to reality, to build a non-exclusive European cooperation organisation in the global village. France’s destiny is played in part in Europe, but also in the Mediterranean, Africa and the world. It has all the assets to ensure and maintain its standing in the concert of the Nations.
