Executive summary: The latest developments, the latest changes in both diplomacy and geopolitics about the war in Ukraine, demonstrate how the world is now confronted with a complete disruption of the international system, inherited from the post-Second World War period, which was based on law and multilateralism. In this environment, which is daily devoted to a certain form of strategic, highly chaotic and flammable uncertainty, it is difficult to predict in fact the contours of a new order – or a new disorder – worldwide, since the effects of surprise, the effects of uncertainty, weave new international frameworks, some of which are called frameworks of multi-alignments, which respond to specific needs and interests in a given space-time, to ad hoc alliances which are also dictated by interest – of course, they sometimes have the appearance, I would say, of counter-natural, ideological or even baroque alliances – all subject to a dynamic of blocks, neo-imperial blocs, which is based solely on economic and geopolitical interests. Some speak of the advent of a “predatory disorder”, the use of force has been relegitimized by ideologies that are sometimes neo-imperiales, “panists”, other nationalists.

Abstract: The latest events, the latest diplomatic and geopolitical reversals regarding the war in Ukraine, demonstrate how the world is today facing a complete disruption of the international system, inherited from the post-Second World War, which was based on law and multilateralism. In this environment, which is daily doomed to a certain form of strategic uncertainty, highly chaotic and flammable, it is difficult to predict in fact what the contours of a new global order – or a new disorder – will be, since the effects of surprise, the effects of uncertainty weave new international frameworks, some are called multi-alignment frameworks that respond to specific needs and interests in a given space-time, to ad hoc alliances that are also dictated by interest – certainly, they sometimes have the appearance, I would say, of unnatural, ideological, even baroque alliances – all being subject to a dynamic of blocs, neo-imperial blocs, which is based solely on economic and geopolitical interests. Some speak of the advent of a predatory disorder, the use of force has been re-legitimized, by ideologies that are sometimes neo-imperial, pan-nationalist, others nationalist.
